Should I apply texturizer AFTER prime when there is glue residue from wallpaper removal?

I have removed wallpaper, washed the walls lightly (because I don’t want to damage the sheetrock paper) and I have sanded any remaining glue flakes. Should I apply oil based primer BEFORE or AFTER applying primer?
