I have a 1950’s house with at least six layers of paint on textured walls that looks chunky and is peeling off. How do I strip it so it doesn’t look chunky and the paint sticks?

The wall was wallpapered and when I removed the paper the wall was discolored in a few places, and now they are showing up on the freshly painted walls which has 3 coats.
How many coats do you need on a house with brick? If I understand this right my steps are to use a pressure washer and get all the paint off. The use a paint and primer. I plan on not use a sprayer for the primer and I was hoping

I want to prepaint hardiplank siding before it is installed. How long would it have to dry before I could stack it? The siding will end up being stacked for about 2 months before it is installed.
We have just painted the bathroom using silk finish paint but it is not adhering and in some areas can be wiped off (1 day later). We wonder if the paint underneath is bathroom paint. Can we wash the walls and start again – if so what should we use?
My house painters (hired by my carpentry contractor) are painting the aluminum siding on my house (Sherwin-Williams acrylic primer/paint). We’ve had more rainy days than dry days. After rain, I wish they would allow one sunny day to dry things out before continuing…but…they always show up to paint the day
