New primed cedar shakes were installed. One coat of Benjamin Moore flat exterior latex paint applied. Within 1 hour–heavy rain came down. It was raining cream color (house was painted a beige color). No over hang, do we have to sand and prime? Question two- We had also oil primed

We have a large (40 x 10) covered patio that is only one side open air, it has two ceiling fans up there, there is a 6″ wood edge along the top of the roof where the patio is open to the outside. There is a treatment on the ceiling

I used Zissner 1-2-3 after removing wall paper. I was told that wasn’t the best choice – as an oil based primer is better. Should I top coat after a few days and hope there is no activation of wall paper residue OR take action to correct the problem first?
