I am painting a head board with black semi-gloss oil paint. It has left the brush strokes when dry. I tried using a small foam roller and it left a small bubbly effect. Do you think I should thin down the paint quite a bit with mineral spirits and re-apply to see if it will level out? I have the head board horizontal.

You need to condition the paint. I use Penitrol when brushing oil base paint. Penitrol helps the paint lay down or flow on the surface. You can combine this with a mohair roller and have a nice finish.
Make sure to sand down the existing brush marks before applying another coat.
