Just had the bathroom remodeled. The guy in charge decided to do the painting himself instead of sub contracting it to painters. It’s been over three weeks now and the paint he used is sticky to the touch but not wet. Help!

There's a number of reasons why this can happen, surface contamination is probably the number one cause. You will need to prime the affected surfaces with a quick drying oil based primer then repaint. Kilz Oil Base or Zinsser Cover Stain are good primers.
