I have textured walls, and want to know how I can smooth them down. I was told 3 different options and would like to figure out the best one before I start. I was told to;
1) Soak the walls with water and get a scraper.
2) Get a power sander.
3) if neither of those 2 work, replace the walls with drywall.
Any suggestions/tips/comments? Thanks a lot!!

Replacing the sheetrock should be an absolute last resort.
A concern with regard to soaking the walls. If the texture has been properly painted, this will probably not produce the desired results. The coating should have sealed the texture and you will only end up with wet floors.
This leaves sanding. Before you get a power sander, how textured is textured?
In my experience, we often will use a sander with a shop-vac attachment. This way we do not fill our customers whose with to much dust. We will also set a fan in a window or door, facing out of the house, and tape plastic around the edges of the fan. Thereby helping to control the dust affecting the rest of the house.
Sand off as much of the texture as you can then use the "float" technique to smooth the surface. Just consider this project to be a room size repair.
