It is now 20-35 degrees and there are some areas that need patching in the soffit boards (wood). What can I use in these cold temps, and is there a paint that can be applied as well?

Those temperatures are too cold for any patching compounds and paint. At these temps everything will freeze and need replacing/repainting in the spring. Wait for better weather and temperatures.
