I just removed old wallpaper from my bathroom walls, to find that underneath there were spots of bare drywall and peeling and cracking paint. There are spots were paint is literally peeling off the walls in bigger patches, but even more places that have the ‘crackled paint’ look and is flaking off like fish scales! What causes this, and how do I fix the problem so that I can paint over it?

What caused it is not important here… now to "Fix It" … scrape any peeled paint down to a firm edge, spackle the edges and any other cracks or holes, block-sand all surfaces, then prime with a Pigmented Shellac Sealer Primer (might need 2 coats)…finally finish coat with a High Quality Semi, like Sherwin Williams Classic-99… see My Site for more help: http://www.davmagic.com/paint/PAGES1.html
