Peeling Interior Walls

My walls are peeling the previous coat of paint. What is the proper way to repaint these walls. Do I scrape and sand then prime?

Scrape down the peeling paint to a firm edge… then spackle those edges… then sand them lightly… then spot prime the repairs with a pigmented shellac sealer primer, or if there are many repairs, prime the whole wall… finally finish coat with a high quality paint like Sherwin Williams Classic-99 Latex… one heavy coat should do it…
