Underlying moisture is a common cause of bubbling paint. Another possibility is surface contamination when the paint was applied. This could cause a chemical reaction and off-gassing.
Check for moisture by scraping back the bubbled paint and seeing what is underneath. Some sources could be roof leaks, plumbing leaks and near by door and window frames.
