I'm not sure what adding vinegar to oil base stain will do, never tried such a thing. I don't think it will do anything good. To increase penetration you can thin the stain, use a penetrating stain (different type of wood stain) or use a dye stain. Using either a wood dye for the first color application or using a dye stain is your best bet to get deep colors.
