We painted our living room hallway walls with semi-gloss paint. After completion, we didn’t like the color. Looked nothing like the chart showed it would be. I’ve been told that to repaint, we have to sand off the paint, otherwise the new paint won’t stick. Is this true – or can I apply a primer over this semi gloss and then repaint?

You don't need to do anything to paint over the old semi, except use a high grade brand of paint like Sherwin Williams Classic-99… you can use semi again or any other sheen finish including flat… but when you roll over the semi, wait about 10-15 mins for the paint to "set-up", then double roll it again to tighten up the stipple so that the semi underneath doesn't "peek thru"… Good Luck
