Not clear on what finish it currently has… is it unfinished? If so, you can prime and paint OR stain and Varnish…
Yes, you can use 2 or more coats of poly. Any good clear finish will do a good job. For the best water resistance consider a marine spar varnish like McCloskey's Man-o-War spar varnish.
