Always use paint products specific to the surface it is being applied to.

There are masonry and cement paint specifically designed for your situation. Refer to your product label to determine if you can apply it to cement, and if not, find a suitable product and properly prepare surface according to manufacture specifications in order to get the most "life" from your paint. If not properly prepared, product will not adhere to surface as is desired.
