The paint/coating is trapping moisture and not allowing for a proper cure of the concrete. Never apply a floor coating to fresh concrete, wait a minimum of 30 days.
There is no way to easily fix it. After removing the coating a skim coat of some kind of concrete patch will have to be applied to cover up the cracks. I recommend contacting a concrete contractor for the best advise and repair options.
