I have a wall that is separated by chair rail I’m painting the bottom a dark red and I have what appears to be a border below the cut in line. This goes all the way around the room. How do I correct this and what causes it?

Depends on what QUALITY of paint you are using and how you cut in the molding before rolling… did you use a High Quality Paint? Did you apply enough material to the brushed surface… and most importantly when you roll the adjoining surfaces, did you roll "side-ways" along the molding getting to within 1/4 inch of it?
