I have two edges where the drywall tape has bubbled and caused the paint to crack. How do I fix it? Do I cut out the section of the drywall tape that has bubbled or lifted, then texture, sand and paint?

Yes use a trim knife and cut off the tape in the damaged area… BUT you really don't need to re-tape it… simply SPACKLE it (correctly) let dry, then spot prime it with a Pigmented Shellac Sealer Primer, then try touching it up with the finish coat paint (might need to repaint the whole wall)…
