My exterior is 8 yrs old and it’s oil stain. I wanted to paint, I put the latex on top of the stain but all bubbled. What should I do?

Scrape the bubbles then spot prime the raw areas with an oil base wood primer. After the primer has dried you can try touching up these areas.
If you didn't prime before the paint then this problem will be recurring from time to time. Be prepared to scrape and prime and touch-up from now on.
