This could be due to poor application but usually it's from improper prep, specifically, priming… or from using a low grade finish paint… sand down the surfaces using coarse paper… prime with a pigmented shellac sealer primer… finish coat with a known high grade product (recommend Sherwin Williams Classic-99 Latex) …use a flat sheen for best results on ceilings…
