I’ve seen similiar questions but not this one: My Glade Plugin (the last I’ll ever buy) dripped onto a particle board bathroom counter, eating the paint. I sanded, primed and repainted. But the stains bubbled up again. I sanded again, all the way to the particle board, and I see that the oil was absorbed into the actual particle board. How do I paint without it bubbling up again?

What kind of Primer did you use? Try an interior/exterior Oil Base Stain Sealer Primer (Kilz makes one of these)… don't expect a Latex Primer to do this job… Good Luck
I used a Valspar anti-rust primer, followed by Rustoleum Appliance Epoxy paint. (I had them left from a metal project and didn't think it could hurt.) But I now have a can of Kilz. I'll give that a try. Thanks!
