We sanded and primed our outdoor deck last fall but were unable to find the time to paint it before the New England winter came. The primer has been on all winter and has some wear where it sees heavy foot traffic. Obviously I will re-prime the spots where the primer has worn away but how should I prepare the other primed areas which still look good? Does primer lose its quality if it sits exposed outside too long?

Yes, the primer needs to be recoated in it's entirety. Should not cost you much now, but should it fail down the line, it will be a big hassle.
