We remove the popcorn ceiling by scrapping and sanding. Then we were using a primer with a sealant paint but the paint will not stick it just peels off. What do I do?

Most likely you did not get all the dust and dirt of the ceiling. To fix scrap paint off, wipe down with TSP, and then prime with Kilz original or white shellac, then paint.
