I painted a section of a wall with Kilz interior oil based primer.
Since then I have put two coats of Valspar interior semi gloss paint over the same section and each time it looks as if I haven’t painted it at all.
What am I doing wrong?

The problem is with the Valspar paint. Try using a flat as the first coat, it has better hiding. A coat of flat paint can be applied right over the semi-gloss, you might have to apply 2 thin coats. This should help.
Personally I'm not impressed with Valspar so using a better paint is a good idea.
