We bought this house and the kitchen cabinets were painted. I stripped paint off and found that they were maple cupboards. I sanded cupboards down, then applied a sanding sealer, sanded that down lightly, put stain on lightly, the color is perfect. But after 12 hours it is kinda tacky. Can I apply a plastic coating before it dries totally?

No, always allow the stain ample time to dry and double check that it is dry. It takes about 24 hours for oil based stains to dry. If the stain isn't fully dry before applying the clear finish there could be major problems that will cause you to restrip and start all over.
