I am painting trim in a bedroom, where someone painted latex over enamel, did not do any prep work, and the latex is flaking off. I have started sanding the latex, but some comes off an some does not. Is there any liquid sander, or material that I can put over the latex without sanding?

A liquid sander is designed to degloss and clean a surface not remove any paint or smooth out the edges. Sanding is still the best method but you could try using a paint stripper. This would also be a lot of work but might be a good option.
If you want to use a liquid sander Paso is the best I know of. It might be available in your area at your local paint or hardware store.
