Given your area of the world,I would suggest the surface has received enough weathering to allow for the linseed oil to have been depleted. I suggest you apply a cup of water to an area which does not receive a great amount of weather. If the water absorbs and is not repelled, the surface should allow the Latex solid to adhere. Check with your local paint dealer for his recommendation.
