I have oil paint on my kitchen ceiling. I cannot purchase enamel paint any longer in Ohio. Is there a product (latex) that can be used over the existing oil based paint?

You will need to prime before applying any new paint. All of the major manufactures have some good primers but some to consider are Zinsser 123 and Gripper. Both are water based.
Make sure to thoroughly clean before applying the primer and give it some extra time to stick. If your ceiling is smooth, no texture, then go ahead and do a light sanding with 120 grit sandpaper to increase adhesion.
