Latex over oil based paint.

Just bought a house, the previous owners painted the bedroom walls with latex paint over oil based paint on sheetrock. This paint is peeling off, rubbery like in places. Would like to use latex paint but unsure how to remove the peeling paint?

  1. Sand it down so that there are no loose edges, prime it all with a Pigmented Shellac Sealer Primer, then finish coat with Sherwin Williams Classic-99

  2. If sanding doesn't work you will need to do some scraping then prime everything and spackle the rough edges, sand the spackle smooth then spot prime. After all this you can apply some paint.
