I have removed wallpaper that I hung over 15 years ago. There are some spots where the primer (Zinsser Shieldz universal wallcovering primer) has blistered and pealed off during removal. My question is: What is the best method to seal these spots to ensure peeling doesn’t continue after I paint? I would also like to skim coat the walls to smooth out any imperfections. Do I prime first, then skim coat or vise versa? Also, these walls are plaster, if that makes a difference. Please help. Thanks.

Skim coat to a smooth surface using joint compound and a trowel, then wait for complete drying (2-3hrs) then prime with a Pigmented Shellac Sealer Primer…
I would prime before skim coating. Zinsser Cover Stain or Kilz Original will work good. This will make sure there won't be any reactions with the drywall mud and wall, remaining wallpaper glue or whatever might be there. After skimming, spot prime the repairs then paint.
