My paint is peeling to the bare drywall!

My bedroom paint is peeling off all the way down to the bare drywall and joint compound?? I had this home built in 1996, could it be that room was not primed first? And how can I even it out between the coats of paint and the bare drywall? I’m trying to paint the whole interior and this room is the only one with this problem?

  1. Scrape the peeled edges to a firm edge, then spackle the edges and then prime the complete wall with a pigmented shellac sealer primer, then finish coat with Sherwin Williams Classic-99…
