I tried to prime with the temp. outside at 28 degrees. The primer was like caulk, it would not spread. Any ideas? Can I thin the primer on cold days, if so what should I use for thinner?

Stop right there… no paint or primer is suitable for temps below 45-50 F … according to manufactures and according to plain common sense… wait till you have that ambient temp for 2 consecutive weeks (needed for curing)… before you start a project…
