I have a two story house with a garage on one end and a Florida room on the other. Both have a pitched roof and of course are lower than the main roof of the house. My question is; How do I get to the fascia boards on the main roof that is above the garage and Florida room so I can paint them?

Depends on the pitch and how the roof ties into the house; set an extension ladder on the roof to reach the high areas. This is how we do it most of the time. It is a little dangerous so have a second person to help stabilize the ladder.
Safety and difficulty is a good reason to hire a good pro to do the job.
