We now have about 10 coats of paint on these interior, textured walls because there are streaks when the light shines. How do we get rid of these sheen differences in the paint? We’ve tried priming it again and re-painting, but we still have spots of different sheens.

If you prime properly, using a good grade Pigmented Shellac Sealer Primer, and finish coat with a FLAT finish, using Sherwin Williams Classic-99… it will look very good without any of the "sheen" problems that you have now… Good Luck!
One possibility is the texture and seeing reflected light off the texture, can happen. After 10 coats the walls are well sealed. If this is a paint problem then using a different better paint is the only option.
