I removed wallpaper and as much of the glue as possible. There is still some residue. I was told to use KILZ oil base as a primer. Is this correct or could I use water based KILZ?

Oil based Kilz is the best to use. Sometimes a strange reaction can happen between the primer and glue. If you notice that the primer wants to crackle as it dries you will have to use a shellack primer, alcohol based primer.
