MY EXPERIENCE HAS BEEN, WHEN YOU TRY TO PAINT IT, EVEN IF YOU SCRAP OFF THE MOST OF THE POPCORN, IT WILL THEN PEAL OFF. IT IS TRULY A PAIN. I HAVE HAD TO REMOVE ALL OF THE POPCORN SUBSTANCE TO THE BARE CEILING AND THEN REPAINT.
Using a roller to paint your "popcorn" ceilings is a messy job but if done right you won't notice that some of the texture has come off. Spraying is by far the best way to paint these ceilings and would eliminate most of the mess.
