Peeling and bubbling ceiling paint.

We hired a professional painter about one year ago, he removed old paint, primed and repainted the ceilings in the living room and dining room. They are now bubbling and peeling off. We have an older home (approximately 60 years old); would stippling alleviate this problem

No… "stipple" is there already from the roller finish… your problem is from poor primer and or finish coat paint… OR from a leaking upper area causing moisture… Your ceilings and walls are probably plaster… sand them all down with course paper… prime with a pigmented shellac sealer primer… finish with 2 coats with a high grade paint like Sherwin Williams Classic-99 …. BUT FIRST be sure of no leaking in the upper ceiling areas…
