I painted my house a few months ago and after I painted the base boards the vacuum rubbed against the board and the paint peeled off in some areas. What caused this, I think the old paint is oil and I used latex over it. Did the new paint not adhere to it?

Latex and acrylic paints have a hard time sticking to oil based paint, especially old oil base paint. It is best to follow all the preparation steps including a light sanding and priming with an oil base primer prior to repainting with a latex or acrylic paint.
At this point all that you can do is sand the affected areas, prime with an oil base primer and touch-up the area.
