You cannot stain over a wood finish that has any urethane coating on it… stain needs to be absorbed into the wood and this is not possible with natural (or even pre-stained) surfaces that have been treated with any coatings or even with wax…
Sanding might remove any coating but most likely it will give poor results… try a paint and varnish remover (follow label instructions) or better, try a furniture refinisher product… Good Luck!
