I used Zissner 1-2-3 after removing wall paper. I was told that wasn’t the best choice – as an oil based primer is better. Should I top coat after a few days and hope there is no activation of wall paper residue OR take action to correct the problem first?

Better to have used a Pigmented Shellac Sealer Primer… you should go over it now with that… then top coat after 1-2 hrs…
