Should I wait for the exterior wood to dry before beginning the exterior house painting?

I live in Houston, Tx. and am needing to know how long , after weeks of soaking rain & cold that we have been experiencing, should I wait for the exterior wood to dry before beginning the process of power washing and proper exterior wood preparation. My house is almost 20 yrs old. The lower half of the house is brick, the second story on three sides & trim is wood. When I power washed my house last spring, paint came off leaving exposed wood in some areas where the original painters had not primed those areas.

Does the wood need to dry out for a particular length of time before beginning this huge investment? I have a contractor who is claiming he can do the work without having the wood dry out first.

Please help me.
