I stripped a galv. steel door down to the bare metal, washed with mineral spirits, primed with 2 coats Rustoleum High Performance Metal Primer(oil based) then painted with Glidden Fortis 450 semi-gloss. Since drying the paint has faint “blooming” spots that are seen in certain light. It looks like oil spreading out on a surface but there’s no oily feel to it and it doesn’t smudge. What could it be?
