I have papered with lining paper, then applied emulsion, but brown stains are showing through the emulsion. Can I use stain block on walls that have been papered with lining paper?

Yes but only Pigmented Shellac Sealer Primer… OR an Oil Base Stain Sealer…
Make sure their are no lining paper peels or defects… if so scrape down to a firm edge and Spackle first… Good Luck!
