Yes, this technique is used to raise the grain. The idea is wet down the wood, allow it to dry (this will raise the grain) then sand down again to a truly smooth surface. This works really well when using water based stains or finishes that could or do raise the grain by themselves. Now when using these stains or finishes you won't have to worry about raising the grain of the wood.
Wetting the wood raises the grain and makes the stain darker.
