I have a gallon of Kilz Original oil-base primer. Can I use it as a primer on a small new construction outside? The primer would be covered by an acrylic exterior paint. Would the paint adhere to the primer and would the wood be protected?

Original Kilz dries hard with little flexibility and isn't good for exterior use. I would use it for spot priming only with an exterior application and not do large areas like the entire side of a house.
You will have no problems with the paint adhering and as a spot primer the surface would be protected. The only problems is using it over large areas; it doesn't have the flexibility and temperature tolerances needed for a good exterior primer.
