I scraped off all of the loose paint on my plastered walls. I did not scrape down to the bare plaster because paint underneath did not come off. Now the problem I have is –what to do with the edges left on paint on wall that did not come off. This has to blend with paint that did not come off after scraping.

You will need to float out the edges with drywall mud, sand then paint. You could also apply a texture to the walls to hide some imperfections. These can be combined to fully fix and hide the imperfections.
