I bought some General Paint Clear Coat Wood finish with the idea of putting a shine on the top of the table, but when I applied it there were brown streaks everywhere…does it dry clear or is it not suitable to finish a white paint with this varnish

That happened to me once too… problem is the clear coat either was not stirred well first or it had a slight tint to it… to fix it… you'll need to start over again with the white paint… use a high gloss finish to get the shine, use oil paint, use a high grade brand, give the existing surface a very light sanding first, wipe it off, then proceed…
