NO!!!! You can not paint oil over latex. See latex breaths, it allows air to move between it, and oil does NOT. This will cause paint to blister and or peel. Why do you want to use oil outside anyway, latex paints are so much better all around. The only place I use oil is on metal, i.e. doors and flashing. You would have to strip the latex off to paint with the oil.
