Latex over oil based paint.

Just bought a house, the previous owners painted the bedroom walls with latex paint over oil based paint on sheetrock. This paint is peeling off, rubbery like in places. Would like to use latex paint but unsure how to remove the peeling paint?

Acrylic latex over oil paint.
