I have removed wallpaper, washed the walls lightly (because I don’t want to damage the sheetrock paper) and I have sanded any remaining glue flakes. Should I apply oil based primer BEFORE or AFTER applying primer?

Don't use oil base primer, use Pigmented Shellac, it seals better, drys faster… apply it over the sanded surfaces… it will be the ONLY primer you need… then apply your finish coat product… Good Luck!
